Change the Broker so that is announces its support for AMQP management to connecting messaging clients.

For AMQP 1.0, this will be done with a open performative offered-capability [1] of {{AMQP-MANAGEMENT}}.  For the older protocols, a server connection property will be used.

This change will allow a client to take a programmatic decision to use the AMQP Management feature or perhaps to fallback to another management channel such as QMF or as the the Java Broker, its REST interface.
