Currently, {{VirtualHost._queue_deadLetterQueueEnabled}} defaults to {{$&#123;queue.deadLetterQueueEnabled&#125;}}.
This context variable is not materialised when the VirtualHost is instantiated. This can cause surprising behaviour when either the context var changes or a VH configuration is migrated to a different broker where the context variable might be different.
In addition the UI does not resolve the context variable leading it to not correctly display the state of the checkbox (QPID-7227).
