[I] SQL queries containing unsupported 'FETCH NEXT' keyword execute successfully (SQLStorm) [datafusion]

   ### Describe the bug
   
   datafusion-cli is compiled from the latest main commit https://github.com/apache/datafusion/commit/1629420162815e1a725b9be5344fafd1fbe2e5ff
   
   ```
   > SELECT * FROM (VALUES (1), (2), (3)) AS t(x) FETCH NEXT 1 ROWS ONLY;
   +---+
   | x |
   +---+
   | 1 |
   | 2 |
   | 3 |
   +---+
   3 row(s) fetched.
   Elapsed 0.040 seconds.
   ```
   
   `FETCH NEXT` is not supported, it should return a planning error.
