[PR] docs(website): document CLI maintenance commands [iceberg-go]

Expand cli.md with reference-style sections for the table maintenance surface added under #957: info, snapshots, refs, partition-stats, schema --show-defaults, expire-snapshots, clean-orphan-files, rollback, upgrade, and branch/tag create. Adds output-format, automation, and safety-feature notes alongside the existing catalog/namespace/table examples.
