[DISCUSS] Release Timing for NiFi 2.11.0

Team,

The Apache NiFi 2.11.0 version now has over 100 Jira issues resolved
[1] including a number of incremental improvements and several new
features.

Unless plans change, I will defer to Pierre to continue handling
Release Manager responsibilities, but it looks like a good checkpoint
for the next release version.

Regards,
David Handermann
