Proposed date for Xalan 2.7.1 release is November 27, 2006

The Apache Xalan-J JIRA meeting justed ended, and the date proposed by the
committers at that meeting for the Xalan 2.7.1 release is Monday November
27, 2006.

Proposed code freeze is end of day Friday November 17, 2006.  This gives a
weekend, then Monday to Friday, then another weekend to do testing.
