How to contribute to shiro-site?

I've change a html file of document (http://svn.apache.org/repos/asf/shiro/site/trunk/‍) and create a patch file. Anybody can tell me how can I commit this patch. Should I create a issue on issue tracker (https://issues.apache.org/jira/issues/?jql=project%20%3D%20SHIRO&startIndex=50‍) and attach my patch file ? If that so, who should I assign this issue to?
