I see that there is a submission at the [w3c|http://www.w3.org/Submission/SOAPJMS/] and it looks like the [mailing list|http://lists.w3.org/Archives/Public/public-soap-jms/2008Apr/0000.html] has just been setup as well. I think this might be still in the early stages.
