   **Is your feature request related to a problem? Please describe.**
   When the traffic on the broker list of a broker cluster is found to be unbalanced, you want to reload bundles through unload bundles. However, according to the execution results, it is found that after the `bin/pulsar admin namespaces unload public/default `command is executed, the reload results are still unbalanced, and there are no owned bundles on idle brokers, There are still many bundles owned on the busy broker. My purpose is to manually specify bundles to a specific broker through the unload command when I find out which brokers are idle.
