[~ebadger], yes the tool currently connects to a (Docker-compatible) registry. We might be able to add local support (though this would require all the various tar.gz layers / metadata files to exist). I'd be inclined to add that in a follow-up ticket if there's support.

The builds are reproducible – I finally found the issue with our internal builds that led to deltas (turned out to be the modification timestamp of the root directory). I've since corrected that and it now gets set to the latest timestamp encountered during processing.
