IMPALA-10590 added the mechanism of syncing currently running queries with the admission service by sending a list of running query ids. An out of order heartbeat can cause new queries to fail as they might not be a part of that heartbeat. This can be fixed by keeping track of the latest version of heartbeat that was last processed
