When input elements losts focus, the keyboard is not hidden automatically.
Moreover, if the users closes the keyboard manually it shows up every time users click any element in the application.

It only occurs when the context is set to LOCAL.

It can be easilly reproduces by using "Hello World" sample and adding input element to index.html. In config.xml must be set "<preference name="WindowsDefaultUriPrefix" value="ms-appx://" />" in order to use Local context
