With the latest Apache Brooklyn in master when I add the following two catalog items:
Step 1:
{noformat}
brooklyn.catalog:
  id: org.apache.brooklyn.software.test.duplicating-catalog
  version: 1.1
  description: Duplicating catalog
  itemType: template
  item:
    services:
    - type: org.apache.brooklyn.entity.software.base.EmptySoftwareProcess
{noformat}

Step 2: 
{noformat}
brooklyn.catalog:
  id: org.apache.brooklyn.software.test.duplicating-catalog
  version: 1.10
  description: Duplicating catalog2
  itemType: template
  item:
    services:
    - type: org.apache.brooklyn.entity.software.base.EmptySoftwareProcess
{noformat}

Apache Brooklyn gives me the following error:

Updating existing catalog entries is forbidden: org.apache.brooklyn.software.test.duplicating-catalog:1.1. Use forceUpdate argument to override.
