Creating the enhancement request for a Universally Unique Identifier 
implementation/addition(s)to the o.a.c.l.util 

Summarizing the discussion on this enhancement: 
A new identifier package may be created within lang.
This would like happen post version 2 release.
Some questions have been raised as to the future location of these classes. In 
the future they may or may not exist in a different place within the commons.

Some goals if I have this correct... 
1) To support generation of the various versions of the Uuid. The IETF Uuid 
specification describes 4 versions and the pseudo-code to generate each.
2) Provide a Uuid class/type
3) Provide a new or add to the existing factory for identifiers
