Flume has an existing JIRA at https://issues.cloudera.org/browse/FLUME. Is it possible to start the JIRA isuse numbers on the new Apache JIRA at 1000 (say), so that the issue numbers are unique across the two instances? (The old JIRA will be put into read-only mode, obviously.)
