fo:block question

Why does this piece of code center the text but not the table on a page?

<fo:block text-align="center">
	this is centered...
	<fo:table>
		<!-- this is not.. -->
	</fo:table>
</fo:block>

It shouldn't. text-align i sonly about how *inline* content must be aligned, 
and table is block-level object.
