   ## What changes were proposed in this pull request?
   
   Using the configuration file it is now possible to specify external certificates that are going to be loaded as root CA during SCM startup. WIP in resolving merge conflict and testing the changes on a real cluster.

   Added unit test. Test performance on a real cluster is in progress.
