Instead of providing fragments and using existing JSP and EL API bundles in Launchpad (standalone and WAR), providing wrapper bundles for Apache Tomcat 6.0.14 JSP and EL API and using those is the smallest change possible. Scripting JSP will then use Apache Tomcat JSP and EL API as before. That means just 2 additional bundles for Launchpad, but freedom to use different ones. Changing this issue accordingly.
