bugzilla reports for Rivet

bug reports filed on issues.apache.org agaist Rivet are now sent to
rivet-dev@tcl.apache.org for everyone to see them. 

Traffic increase in your mailboxes is expected to be negligible as bug
reports have been rare so far. David and I thought making rivet-dev as
default assignee recipient could stimulate the usage of the tool.

You're encourage to signal also new feature requests through
bugzilla to improve documentation and archival.
