To clarify, this is a request to have a field added in Traffic Ops delivery service configuration screen (and the associated logic to make it work) to enable the same functionality as the "Raw remap text" field on both the mid and edge (and opl?). The existing Raw remap text field only applies the configuration to the edge in remap.config. 

May make sense to look at all the fields that apply things into remap configs and evaluate if they can be used in multiple tiers at the same time.
