   Closing: the duplication is real but the savings are not. The suite is a single test that runs in ~0.15s, and the duplicate only fires on `release_contract` changes, against a `test` job that takes ~25 minutes. The only remaining value is collapsing the asf-npm contract to one entry point, which does not justify a committer review on its own. Reopen if that single-authority argument is worth booking.
