In certain environments where SNMP is not working (due to firewall, snmpd not running, etc), "CPU Utilization" alerts show up as "UNKNOWN" with a question mark.

Can easily replicate this by running "service snmpd stop" on all hosts once the cluster is installed.

It looks like no other alerts are affected by the lack of functioning SNMP.

* Drop dependency/install of SNMP
* Check for java7 or higher and use a JMX metric for this information
* When java6, do not provide a CPU alert.
