This issue was caused by "angular" dependency conflict, resulting in bower install command to hang. It eventually causes the whole Zeppelin build fail.
This failure  was fixed by zeppelin community few hours ago. Need to create a bigtop patch from PR  https://github.com/apache/zeppelin/pull/1725
