In the yellow box under [the description for max-parallelism|https://nightlies.apache.org/flink/flink-docs-release-1.20/docs/dev/datastream/execution/parallel/#setting-the-maximum-parallelism], it mentions setting max-parallelism too high can be detrimental to performance for some state backends, but it doesn't mention which state backends are affected. 

 

Had a discussion with [~danderson] , it seems like this only affects hashmap state backend and does not affect rocksdb state backend. We should clarify this in the doc.
