header.txt files in labs-openstack and labs-google?

Does anybody know what the header.txt files in labs-openstack [1] and  
labs-google [2] are for? The file doesn't seem to exist in any of the  
other repos...

I believe that those files were used for the header conversion in moving to
Apache. I don't think they need to stay around since all of our sources
have the necessary ASF headers in them.
