A decoder stack which is also a decoder was created to hand the N decoder chaining situation.  So N=1 satisfies this JIRA issue.

Description:
Looking at the way the ClientDecoder operaterates it makes sense to stack decoders in a codec processing chain.  Can we formalize this and add another set of interfaces or classes to help support this construct.
