I am attaching a project called Derby1777 that consistently recreates this issue - the derby.properties and the derby.jar files used (10.1.2.1) are part of the zip file.
The zip files also contain the java files necessary for recreation. To recreate run ViewerInit.main().
I think if you can run the entire ViewerInit.main() without problems, our project would have crossed a major hurdle.
