    Description: 
1. Create a vpc RVR setup.
2. Deploy a VM in tier network
3. SSH to master VR and down the guest interface.
4. Backup VM is not becoming master.

Also both the VRs are having VRRP ip 10.1.1.1

This issue is happening because in keepalived.conf:vrrp_instance config state is set to EQUAL. This is causing the issue.
