For how we generate those notes:

http://wiki.apache.org/couchdb/Release_Procedure#Preparing_the_Release_Notes

Again, just one data point.

In the past, CouchDB used to put the release notes on a page on the website.

We've since changed to generating text and HTML versions and putting them
in our dist dir:

http://www.apache.org/dist/couchdb/notes/1.2.0/

Up to you what you do, really!

(Domain redirection is totally fine too.)

Can't I be hopeful? Seriously though, I'd like us to have
docs.cloudstack.org redirecting to the a.o site.

I was actually hoping that you noticed that URL though. What would we
expect the correct URL for the release notes (once generated) to be,
using the apache.org address?
