Tuscany runner for the SCA-J CI test suite is available

I've brought up the Tuscany runner for the SCA-J CI test suite so we
can start running and fixing its issues. In the otest/newlayout here's
are two new folders - sca-java-ci and tuscany-java-ci-test-runner - or
there's a Maven profile to build and run the test suite, so in
otest/newlayout do mvn -o -Pscajci clean install.

Currently there are about 20 test fails and 20 *'d error messages to
fix. I'll start on the 500x ones, feel free to dive in and help with
the others.

Thanks for the heads up Ant. Just mopping up the last assembly ones
and I'll join in.
