Unfortunately, we don't have a great distinction between the two.  Most of them are indicator mentions, i.e., by the very fact that the modifier exists at all, indicate non-default cases.  So I think it's ok for those, at least, to not have Attributes.

The only one that does not fit that description is SubjectModifier.  Maybe we should create a Subject Attribute (which is really a Person).  Downside to this, and leaving these non-homogenized, is that it is a little trickier to retrieve the data from these types.  You have to know whether to look at things like XXXMention.getSubject().getNormalizedForm() sometimes, but then sometimes you can look at XXXMention.getGeneric() and that's all you need.

So maybe just leave as-is right now.
