A number of people have restricted editing abilities on Hive project.
For example, https://issues.apache.org/jira/browse/HIVE-13691.
I don't have an Edit button.  I'm unable to edit Title/Description or change Target Version.

I am however able to add comments and attach file and change status.

Other people have the same problem.

This was not how it worked before.

Can this functionality be restored?
