Funds for speaker to Central America Free Software event

Hello, the ECSL (Central American Free Software Summit) send me an
invitation to give a keynote at their event.

The organizers asked me if there is a way Apache can cover partially
the travel or boarding expenses.

We have talked about this before on the list, but it seems no straight
process is defined at the moment so I am also unsure about what
support is expected from the foundation. Or what is needed at the
moment.

Details are listed here http://www.apache.org/foundation/ and the 
address is simply treasurer at apache.org, but contacting the treasurer 
is the very last step (1: design; 2: proposal here with amount; 3: 
consensus on this list; 4: paying; 5: asking treasurer for 
reimbursement) so there is no need to contact him at this stage yet.

Can you give me the contact for the treasurer? I couldnt find it atht
he galleries link. I am also on my mobile so is a bit harder to surf
from here.

You can find all links here:

from a quick look, printing 100 buttons and shipping them to Mexico 
would be about 40 USD, or 60 USD for 200 buttons.

Feel free to find a different provider or to propose a different design 
(for example, the current design could be completed by a white small 
"www.openoffice.org" near the border at the bottom).

Process: finalize design, decide how many you need, ask here for budget 
allocation for that amount, wait for consensus, pay and contact the 
Treasurer for reimbursement (ask for further details when we come to this).

The event could hold a couple of hundred people, I will need to ask
the managers about the volume of people attending but certainly having
some swag might help. I would say 100 pins might be enough.

Going back to funding for traveling, I want to confirm there is none. Regards.

​In the past there were some events that speakers and others received
funding. The policy change depending of relevance and opportunity. Most of
the funding was shared with the event organizers (split the bill between
airfare or hotel bill).

A similar form-driven process was handed by KDE EV for their activities.

This time around the event is somewhat relevant to the area since is the
largest and better organized event for the past 5 years. There seems to
have gain some popularity in the area and even thought I have never
attended to it before. I have got good reviews from ECSL.

Unfortunately there hasn't been a relevant amount of contributions for that
part of the world, and there has always been the intention but not always
the right time to do it.
The average number of participants is around 300 people, from 4 countries
and with good potential to contribute to the project specially on l10n, but
also extension development and such.

I am in touch with the organizers so I could get more specific information
on request. Will give a look at Jan's links and see what else is there to
be done.​

Just to sure nobody misunderstand it, the "never managed" part is not due
to lack for will ! We are very open to any proposals, that benefits our
community but there has not been so many request (and some of them ended up
by people not asking for funding).

It would be nice if at least the PMC group got knowledge about the size of
this fund. I got asked the other day by the EVP and found it a bit
embarrassing that I did not have a clue.

With my TAC-PMC hat on, I can confirm that we do not have budget for
non-essential apache events. The application procedure is only complex if
you make it so, we ask you to fill in a form of 15 questions (like what do
you want funding for) see tac-apply.apache.org, this is done for all events
we fund.

Do you have any additional information about the event? Search engines 
led me to http://ecsl2013.softwarelibre.ca/ so I tried manually changing 
it to 2014 but it's clearly not a final website, like 
http://ecsl2014.softwarelibre.ca/noticias/ contains only Lorem Ipsum and 
broken blocks.

It would also be very important to see:
1) How the event would benefit the Apache Software Foundation
2) How the event would benefit Apache OpenOffice

We have a fund for OpenOffice events, normally reserved for events where 
OpenOffice has a high visibility (such as: a day-long devroom at FOSDEM, 
even though none of us ever received reimbursement for it) or where a 
presence of OpenOffice can be useful (in this case, we normally finance 
merchandising: this happened for OSCON recently... well, Kay did not ask 
for reimbursement yet, but this would be reimbursed!).

honestly I cannot recommend it in this case, it is a complex application 
procedure and only for a few selected events, usually official Apache 
events.
