[OVS][UI] vm deployment wizard does not show all available zones in a region while deploying vm in a Regionlevel vpc 

Steps to reproduce:
================
1.Bring up CS with two advanced zones using xen clusters
2.Create physical networks with GRE isolation in both the zones
3.Create Regionlevel vpc with Connectivity Service and OVS as the provider
4.Create a vpc network with StretchedL2Subnet in the vpc as a tier.
5.From UI navigate to Home->Regions-> Local-> VPC->RegionVPC->T1Stretched-> Virtual Machines
6.Deploy virtual machine from the above tier
7.VM deployment wizard should show all the zones in zone selection drop down list

Result:

But UI only shows the zone in which the tier(StretchedL2Subnet network) is created.
