issues list is up

The issues@stdcxx.a.o list we asked for in INFRA-1422 is up with
all Jira traffic being sent there instead of dev@stdcxx.a.o.

Anyone who wants to be apprised of Jira updates (especially active
committers) should subscribe to it ASAP.
