I doubt it is the case with the latest Karaf 4.0.6 + Cellar 4.0.1.
Installing the feature (feature:install  cellar-webconsole) brings the plugin to the Web console (see https://issues.apache.org/jira/secure/attachment/12826367/webconsole-cellar.png)
