alternately: we can create a local copy of the package list and point the

[javadoc] javadoc: warning - Error fetching URL: http://junit.sourceforge.net/javadoc/package-list

This triggers build failure. The problem is that this seems to happen quite often, also when trying to load the package lists from oracles site for the main JDK. Maybe we can remove that warning from the lists that fail the build, because it does not mean that our javadocs are broken.
