The WEB-INF dir must be named in capitials or things do not work reliably.  In 
windows it is very hard to see that this is not the case as explorer changes 
WEB-INF to Web-inf in the display after you create the dir.
Please allow for case insensitive WEB-INF dir.

It has taken me 6hrs to find this setup problem.
