Characters in XML 1.1 names in the range 𐀀 -  seem not to be
recognized as allowed in names. This example:
<?xml version="1.1"?>
<!DOCTYPE root [
<!ENTITY element "<𐀀/>">
]>
<root>&element;</root>
results in this error
5:16:The content of elements must consist of well-formed character data or markup.
