Fields Grouping implementation

Gentlemen,

By looking at data that flowed through my topology seems like once in while
field grouping does not route the same field to the same bolt. Grouping is
happening on one stream. Field values are about 1000x more then there are
bolt instances.

What can cause the grouping to route same value to different bolt?
Can somebody point to the codebase where this routing happens? I have storm
project locally.
