currently only OSGi configuration is created on the "fsmount" goal. if the fsresource bundle is not installed this has no effect. on freshly-installed instances this bundles is often not present.

* the goal "fsmount" should automatically deploy the bundles if it is not deployed already (configurable, activated by default).
* the minimum version of fsresource bundle can be configured via plugin property - if the bundle is not deployed or too old this version is deployed to the instance
