[PR] test(alert): pin the pure evaluation result [rocketmq-dashboard]

   ### What
   
   AlertEvaluationResult is one rule/sample comparison without persistence or side effects. It had no test. This pins: matches (the verdict the state machine consumes) is deliberately separate from conditionMet (the raw threshold comparison) - the duration window combines multiple samples before matches becomes true - and an unavailable sample carries no value.
   
   ### Verification
   
   - New tests on unmodified code: **2/2 green**, checkstyle clean.
   - Regression only (record result).
   - Restored: green. Test-only change; no product code touched.
