entering bugs via JIRA

I've entered two issues that I think are worthy of attention in JIRA: 

AXISCPP-65  Bootstrapping bug with logging initialization 
AXISCPP-64  generated port-type code has unitialized variable problem  

Should I always send mail to the list when entering a new issue?

hi,

No you don't have to send mails. Jira itself send mails to all in the
mailing list when a issue is being created in JIRA and when anything
regarding the issue gets updated by someone.
