I think may be useful to make one "variable" to choose the menu location into the portal pages, or if you don't want to show any menu.(For exemple: You can show one right menu into "welcome" page, one left into another page and without menu into "contact" page).
I think the better way is that the variable will be independent of the decorator, and this variable may be used to know where is the menu, and with this information, you will specify how is the "page-body"..... etc.(for exemple: page body may be different if you show one right menu or if you don't show any menu).
