storm topology online update

On JIRA https://issues.apache.org/jira/browse/STORM-167 there's an existing
pull request, but I'd like to review the design with this list.

Maybe this is a poor place to start - how are others managing rolling
upgrades of topologies? Storm supporting this a first class goal, akin to
"storm jar" and "storm kill", would reduce risk of impact during
deployments. Today this is difficult for us.
