Hi [~jamestaylor], after PHOENIX-4274 all the writes to the index in transactional mode are done at the client side using the TAL.

I also saw that this is the case for creating a global index from a non-empty table. What about creating a local index from a non-empty table? As far as I could see these writes are not performed using the TAL. How could we force these write to use the TAL?
