Christopher Tubbs resolved ACCUMULO-4020.

    Resolution: Fixed

This switched from percentage memory to a configurable batch size in latest code under development for 2.1, so is no longer relevant. If there is more to do here, please open a new issue or PR at https://github.com/apache/accumulo
