Looking at the latest 10.10 test run, the tests that fail are:
derbyall/derbyall.fail:i18n/I18NImportExport.sql
derbyall/derbyall.fail:i18n/urlLocale.sql
derbyall/derbyall.fail:i18n/messageLocale.sql
derbyall/derbyall.fail:i18n/caseI_tr_TR.sql
derbyall/derbyall.fail:i18n/iepnegativetests_ES.sql

I don't see the usage, but rather what looks like encoding issues with the output,  The diff output has > ij> `` EnC:>21< ``@@@ EnC:>1225<  EnC:>65533<  EnC:>65533 .... and the tmp file output has garbage characters.
