[PR] Consolidate jasypt-encryption into io.github.gpc:grails-jasypt [grails-plugins-metadata]

## Summary
- The jasypt-encryption plugin moved to the Grails Plugins Collective under new coordinates `io.github.gpc:grails-jasypt` (artifactId changed from `jasypt-encryption` to `grails-jasypt`).
- Merges the old `org.tros:jasypt-encryption` and `org.grails.plugins:jasypt-encryption` entries into a single file at the new groupId path, preserving all historical versions via per-version `coords`/`maven-repo` overrides, per this repo's documented convention (see the `org.grails.plugins:grails-mail` example in the README).
## Test plan
- [x] New YAML parses correctly (`yaml.safe_load`)
- [x] All 13 historical versions carried over from both old files with correct coords/maven-repo overrides
- [x] Old files removed, no leftover duplicates

The syntax `4.0.0 > *` is a common convention in Grails plugin metadata to indicate compatibility with Grails version 4.0.0 and any subsequent versions. It is generally accepted for defining version ranges in this context.
