* This can look something like  
_su - ams -c '/usr/sbin/ambari-metrics-collector --config /etc/ambari-metrics-collector/conf/ upgrade <file> <startTime>'_
* Based on implementation of AMBARI-23780, this command line utility should be able to start and stop upgrade.
